“Mayor Karl Dean is making a million-dollar bet that a new charter school incubator is the best way to open quality schools in Nashville, but the concept is far from road-tested in other cities. Scholars say the idea of incubators — which nurture would-be charter school leaders through the difficult startup process — is still in its infancy, so conclusive data on their effectiveness don’t exist.”(more)
