Capo Unified had misspent and wasted so many millions, causing serial deficit budgets, severe cuts and bare minimum reserves even before recent state budget cuts, that they already had cut non-salary budget items to the bone. Other than taxing already overtaxed citizens and cutting scarce services even further, the 85% percent of their budget allocated to salaries is all that is left. It’s not a question of “fair” or “right and wrong.” It’s a question of limited resources and greater needs.
